Chapter Rules
Article I. Chapter Name
The name of this chapter as assigned by the State Executive Committee shall be Gamma Zeta Chapter of Texas State Organization of The Delta Kappa Gamma Society International.
Article II. Purpose
The purpose of this chapter shall be to promote professional and personal growth of women educators and excellence in education by striving to fulfill the policies and programs of The Delta Kappa Gamma Society International as found in the Constitution. Article II.
Article III. Membership
Section A. Membership
1. Membership shall be by invitation.
2. An individual shall become a member when she is initiated. She is initiated only once.
Section B. Classification
1. An active member shall be a woman who is employed as a professional educator at the time of her election or has been retired from an educational position. An active member shall participate in the activities of the Society.
2. Reserve membership shall be granted only to a member who is unable to participate fully in the activities of the chapter because of physical disability and/or geographic location.
a. Reserve status shall be granted by a majority vote of the chapter.
b. A reserve member, so requesting, shall be restored to active membership.
3. An honorary member shall be a woman not eligible for active membership who has rendered notable service to education or to women, and is elected to honorary membership in recognition of service.
Section C. Election
1. Names of candidates for active membership shall be submitted to the membership committee one month prior to the vote. They shall be voted upon one month prior to initiation.
2. Prior to initiation, orientation shall be conducted for initiates.
3. Initiation shall be held as needed.
Section D. Termination of Membership
1. Membership in the Society is terminated for non-payment of dues and fees, resignation, or death.
2. Chapter members, led by the president, treasurer, and membership chair, shall collaborate to ensure that multiple contacts are made with a member before her membership is dropped.
Section E. Reinstatement
A former member shall be reinstated to membership in Gamma Zeta by the chapter receiving a request.
Section F. Records
A continuous record of chapter membership shall be kept by the membership chair. This includes names, membership numbers and dates for all current and former members, new initiates, membership status, and status changes, termination with reason for dropping, transfers in or out, and reinstatements.
Article IV. Finances
Where applicable, the Constitution, Article IV and International Standing Rules, Section 4.0 shall govern chapter finances.
Section A. Annual Dues
1. Each active and reserve member shall pay annual dues.
2. Dues shall be adjusted according to demands of international and state organizations and chapter assessments. These shall be included in the budget and acted upon as such.
3. The amount of dues and assessment by the chapter is recommended by the finance committee and submitted with the proposed budget submitted by the Finance committee annually and adopted by a majority of members present at the meeting.
Section B. Fees
1. Initiation Fee
An active member shall pay an initiation fee at the time of initiation.
2. Scholarship Fee
Each active and reserve member shall pay a scholarship fee annually.
3. Honorary Fee
Gamma Zeta shall pay a lifetime fee for each honorary member at the time of initiation.
Section C. Payment of Dues and Fees
1. A member shall pay annual dues and fees no later than October 31 of each year. On November 1, a member shall be dropped for non-payment of dues and fees.
2. A member initiated on or after July 1 and before April 1 shall pay initiation fee, dues and scholarship fee at the time of initiation. A member reinstated on or after July 1 and before April 1 shall pay dues and scholarship fee only. Immediately thereafter, the state and international portions of the dues and fees shall be sent to the state organization treasurer.
3. A member initiated on or after April 1 and before July 1 shall pay only initiation fee at the time of initiation. Immediately thereafter, the state and international portion of the fees shall be sent to the state organization treasurer. A member reinstated on or after April 1 and before July 1 shall pay no fees at the time of reinstatement. Dues and scholarship fee for the ensuing year shall be paid no later than October 31.
Section D. Financial Accounting
1. Budget
The finance committee shall compose and present a budget for the current year at the first business meeting.
2. Audit
All financial records of the chapter shall be audited annually and a report shall be submitted for approval at the September meeting.
3. Checks
Two signatures are required on all checks. The president, treasurer, and past president shall be authorized to sign checks on the chapter’s account.
Section E. A gift of $25 shall be given in memory of a deceased member to an appropriate library, and such book shall be inscribed “Presented by Gamma Zeta in memory of _______________.”
Section F. There shall be a recruitment grant given annually to a student(s) in the College of Education at Tarleton State University as funds permit.
Section G. The chapter shall provide monetary support for incoming and outgoing presidents to attend the state convention.
Section H. The chapter shall purchase or provide the 25-year and 50-year anniversary pins for active members who participated in chapter work.
Section I. The chapter shall purchase the president’s pin to be presented at her installation.
Section J.
The chapter may award a scholarship of up to $100 as funds allow to an active member for continuing education.
Article V. Officers
Section A. Officers
The officers of Gamma Zeta shall be a president, a first vice-president, a second vice-president, a corresponding secretary, a recording secretary, a treasurer, and a parliamentarian.
1. The incoming president shall appoint the parliamentarian, and the executive board shall appoint the treasurer.
2. The term of office for chapter officers shall be two years or until a successor is named. No officer except the treasurer may serve in the same office longer than two terms in succession. Officers shall take office on July 1 following their election.
3. The treasurer shall be selected by the executive board each biennium.
Section B. Duties
1. The president shall
(1) act as presiding officer at regular and called meetings and direct the activities of the chapter;
(2) act as chair of the executive board;
(3) appoint a parliamentarian;
(4) appoint standing and special committees;
(5) serve as member ex officio, with vote, on all committees except nominations;
(6) approve for payment all expense claims;
(7) approve publications;
(8) fill by appointment all vacancies in office;
(9) represent the Society at meetings, conferences, and other events; and
(10)take action, with the advice and approval of the executive board, on matters that cannot be deferred until the next meeting.
2. The first vice-president shall take over the duties of the president when necessary and serve as chair of the Educational Excellence committees.
3. The second vice-president shall serve as chair of the membership committee.
4. The corresponding secretary shall answer letters and notes, send cards, and read correspondence at meetings.
5. The recording secretary shall take minutes at regular and executive board meetings and distribute these minutes to members.
6. The treasurer shall register initiates, handle monies, order supplies and pins, and prepare a treasurer’s report for each regular meeting. She shall maintain a record of receipts, bills and bank statements.
7. The parliamentarian shall be familiar with Standing Rules, Texas Bylaws, Constitution and Robert’s Rule of Order.
Section C. Nominations, Election and Installation
1. Nominations for officers shall be held in even-numbered years.
2. Nominees shall be announced at the February chapter meeting.
3. Elections shall be held at the March chapter meeting, and elections shall be conducted in accordance with the Constitution, Texas Bylaws, and the Handbook.
4. Officers shall be installed at the May chapter meeting.
Article VI. Executive Board
Section A. Members
The members of the chapter executive board shall be the elected officers of the chapter, the immediate past president, and such other voting members as shall be determined by the chapter. The treasurer and the parliamentarian shall serve as members ex officio.
Section B. Meetings
1. The executive board shall meet in the summer and at least one other time decided by the president. Both meetings are open to all members.
2. All board members being notified, matters requiring immediate board action may be voted upon by postal or electronic mail, or in an electronic meeting wherein all members may simultaneously hear one another and participate during the meeting. A majority vote of board members shall be required for action.
3. A quorum is a majority of the voting members of the board.

Committees of Gamma Zeta shall be:

3. Committee Responsibilities
a. Chapter committees shall be responsible for any work represented by the international committee descriptions in Constitution, Article VIII, Sections B and C.
b. Chapter committees shall refer to State Rules, Section 9.0, for additional responsibilities.
c. Required reports of the work of chapter committees shall be prepared on forms supplied by international headquarters and submitted to the person designated on the forms by the stated deadline.
4. Selection of Committee Members
a. All committees shall be appointed by the chapter president
b. The president serves as exofficio on all committees except nominations.
Article VIII. Other Chapter Policies
Section A. Meetings
1. Eight meetings will be held between September and May with at least four including business sessions.
2. Quorum shall be a majority of the active members.
Section B. Publications
1. The chapter shall publish a newsletter, the “Gazette” before each meeting. It is distributed by email to all members and copies are sent to members without email. Copies are sent to designated state personnel.
2. The chapter shall maintain a website certified by the Society.
3. The chapter president shall approve the content of any publication (newsletter, yearbook, brochure, article submitted prior to its release.
Section C. Chapter Rules
The Chapter Bylaws, Constitution, and Rules committee will review their rules every biennium and submit their revised/amended rules to the State Bylaws and Rules Committee.
Section D. Special Chapter Concerns
1. If possible, red roses shall be present at the services for a deceased member.
2. Local members shall be responsible for other courtesies in case of illness or death in the family of a member.
Section E. Gamma Zeta Golden Rose Award
Nominations of the Gamma Zeta Golden Rose Award are to be made through the achievement awards committee one month prior to the presentation of the award. This award may be given in the month of May, at the conclusion of the academic year. The committee shall review each nominee’s record of effectiveness and dedication of service to Gamma Zeta and make a decision based on the criteria below:
A nominee must have:
(a) made an impact through leadership in Gamma Zeta .
(b) demonstrated the Delta Kappa Gamma ideals within the local chapter and/or area.
(c) promoted Gamma Zeta locally as well as within the area and state organization through attendance, reports, nominations and participation.
(d) reached well beyond the services that promote Gamma Zeta and Delta Kappa Gamma ideals and sisterhood.
Article IX. Amendments
These chapter rules may be amended by a 2/3 majority of members present at a regular meeting, provided that the proposed amendments shall have been first presented to and approved by the executive board and that chapter members have received prior notice. These chapter rules shall be amended automatically to concur with the Constitution, International Standing Rules, State Bylaws and State Rules of The Delta Kappa Gamma Society International.
Article X. Dissolution
In the event that it becomes necessary for Gamma Zeta Chapter to dissolve, there must be strict adherence to the provisions of the Constitution, Article XIX, 3, and the State Rules, Section 16.2.
